Bylaws of the ICAE (Updated on July 27, 2022)

1.  Definition of the ICAE

The International Commission on Atmospheric Electricity, the ICAE, is a Commission of the International Association of Meteorology and Atmospheric Sciences (IAMAS).

The IAMAS is one of the eight Associations of the International Union of Geodesy and Geophysics (IUGG) and cooperate with the other Associations in cross-disciplinary activities.

The ICAE, as a Commission of the IAMAS, fulfills the rules stated in the Bylaws of the IAMAS with the exception of declarations and specifications in the Bylaws of the ICAE.

2.  Objectives of the ICAE

  • To promote the scientific study of electrical phenomena in the atmosphere.
  • To stimulate discussion, presentation and publication of scientific results that relate to electrical phenomena in the atmosphere.
  • To promote education and public awareness of electrical phenomena in the atmosphere.

3.  Organs of the ICAE

The ICAE comprises:
(1) The Officers.
(2) The Executive Committee.

4.  The Officers of the ICAE

The Officers consist of a President, and a Secretary (who is also the Treasurer), elected by the Ordinary General Assembly.
The Officers will direct and coordinate all scientific and related activities of the Commission, and will function on a continuing basis, as required, in the interval between Ordinary ICAE General Assemblies.

The President will be elected at the final Plenary Session of the Ordinary General Assembly. His/Her terms of office will be for one period of 4 years. He/She will be eligible for immediate re-election but only for one additional period of 4 years.
The Secretary will be elected at the final Plenary Session of the Ordinary General Assembly. His/Her terms of office will be for one period of four years. He/She will be eligible for immediate re-election but only for two additional periods of four years.

If the Office of the President becomes vacant between two Ordinary General Assemblies, the Secretary will organize an election by email and/or the gathering of an Extraordinary General Assembly within 60 days.
If the office of the Secretary becomes vacant under the same circumstances, the President will organize an election by email and/or the gathering of an Extraordinary General Assembly within 60 days.

5.  Meetings of the ICAE

The General Assembly of the Commission is a meeting of the Executive Committee, which is composed of Regular Members and Honorary Members.
The appointment of the Regular Members and Honorary Members of the Commission will be brought officially to the notice of the Bureau of IAMAS before the opening of the first Plenary Session of the General Assembly.

The time between two General Assemblies must not exceed four years.
The Commission will meet in Ordinary General Assembly at the time of the Ordinary General Assembly of the IAMAS or at the time of the venue of the Scientific Conference organized by the Commission.
If the need should arise, the Commission may also meet in Extraordinary General Assembly during the interval between two Ordinary General Assemblies.

6.  Membership of the ICAE

Membership in the Commission is achieved by a vote of the Executive Committee.
Honorary Members do not participate in either the election of Members or in the election of the Officers.

The vote is organized during the General Assemblies and the election results should be announced at the end of the Ordinary General Assemblies.
The candidates should be nominated by Regular and Honorary Members to the Committee one month before the General Assembly.
Regular and Honorary Members are elected by simple majority vote of the Regular Members, with a minimum participation in the voting of 50 % of the Regular Members. In case of a second ballot, the voice of the President counts for two votes.

Regular Members are elected for a period of 8 years and can continue to stay on the Committee for a period of 8 additional years.
Regular Members who do not participate in Executive Committee Meetings for 8 consecutive years will be considered as stepped down.
Honorary Members are appointed for life.
In case of the resignation of a Regular Member, his/her replacement will wait until the next General Assembly.

7.  Election of the Officers

Candidates for the Officers will be identified by a Committee for the Election.

The Committee for the Election is composed of three members of the Commission designated by the Officers. Each of those three members should have a broad knowledge of atmospheric electricity and the related scientific communities throughout the world.

The role of the Committee for the Election is to identify candidates for the election of the Officers. Candidates must have citizenship in a member country of the International Union of Geodesy and Geophysics.

The Committee for Election must be formed at least 12 months before the election of the Officers.
